Cold-calling runs into the national DO-NOT-CALL registry: numbers on the list are off-limits, with an established-business-relationship exception (recent customers, ~18 months) and an inquiry exception (~3 months). Calling FSBOs to solicit the LISTING is a sales call — registry rules apply; calling to bring a BUYER to a specific advertised property generally is not solicitation of the seller's business. CAN-SPAM governs commercial email: truthful headers, an opt-out that works within 10 days, and a physical address. Texting requires prior express consent under the TCPA. Fines are per call/message — compliance systems matter.
